Odoo online does not charge additional server fees such as Odoo.sh. However, third party apps are not supported on Odoo Online. Third party apps can only be used with an on premise installation or on Odoo.sh. You can see more about third party apps at the Odoo Apps FAQ: https://www.odoo.com/apps/faq
